I don't have the negotiation tab when I play from android but I have fair bit of idea about it and I think that 9T is too less for a player like this if your transfer market is busy. It should be atleast 20T and about 250 Million. I don't buy tokens so I would have never sold such a young, near scout player for anything. You don't even get 18yo scouts and a fast trainer like him will be a scout soon. So next season he will be a 5 star 19yo while no scout you buy this season will be less than 25 yo next season with a slightly higher Q which this fast trainer will cover up fast. 2 seasons later, he will be better than any scout u have right now. But It is up to u.
