If I buy a player in the scout, if the user accepts the offer of negotiation and I don't have enough money to buy, what happens?

Example: I have 6.8M, I'll buy the player from the scout at 4.8M and I'll remain with 2M. I offered 5M in the negotiation, I'll go negative or does not complete the transfer?
