It's based on quality matched against other players with similar quality. There would be some players on a higher level who are of similar quality, so it's possible.

as dv8r said i`m level 13 and a friend is level 12 but there is also a level 14 in our cup who lost 4-0 at home to a level 13 but we are the same(ish) quality, although when i add my skill point`s i`l be kicking candy ass
