Yes they can - if I have 1 million in cash and I bid for two players that start at 900,000 bid I can buy both of them - the result will be negative balance in my club and I have to pay it back or I can not do anything else that cost cash until the balance is paid. IE - I can't build my stadium, I can't bid for players and so on...
The other part of the question is also yes, but in that case the Manager that buys the player and has no room for it in the team will have to sell or release a player to open a spot for the new buy. Otherwise the new buy will not be in his team... you can have up to 2 extra players - (24 total) but 2 of them will not be signed in your team.

You can bid for any player as long as you have money for the initial bid. He might have signed another player or started construction since he put in the initial bid. If you get the player, you will have a negative balance, and after 7 days, the bank will start to sell your most valuable players, one a day, to get you back to a positive balance.

The signed player will be in his squad page, but without a contract, like having a youth. You have 7 days to tie him to a contract, otherwise he goes as a free agent.

This is not true, I myself have had more than that just this season. I have a player auto assigned jersey number 25, so I assumed I had 25 players at the time. Looking at that bug where all the old free agents go to a side, I think it's also proof that it is not programmed into the system to limit the number of players in the squad page, the total of signed and unsigned.

I've just been watching a bidding war going on for a 5 star player...fairly close to 6 stars...

Player value 3.87m
Starting bid 2.86m
Roughly 6 bidders including myself

My budget was 56m
Nearest was 14m, i backed out on knockout rd 2

Player sold for 45.3m and the 2 players battling it out for this player had 21m between them

To me that's a frigging joke to even allow a manager to bid over 4x of his teams budget allowance...

it needs fixing so has soon as you go over your budget...your out !!!

Its like going into a shop with £10 and picking something up for £50 and it being the last one on the shelf and saying to the owner, I've only got £10 but can i give you the rest another time when it suits me despite the queue for the item behind me !!!

NORDEUS need to fix this ASAP as i've been done by the scam/glitch before and was seriously pissed
