For the purposes of the rules, I count as the forum Community Manager, while we have another Community Manager for Facebook and Twitter pages. The sentence you're referring to basically states that if you have an issue with a moderator ruling from our volunteer moderator team, then you can forward your complaint directly to me (via Private Messages) and I will look into it.
