Yes, but as the quote says, the unassigned skill points are still recognised when counting towards quality (and stars) of the players.

For example: Say a player is on 48 quality, and 19 skill points away from next star (quality level), and he has 21 sk pts unassigned. The game recognises that the play has enough points to advance a star level, and so slows training. Therefore surely, if the game recognises the points for training, why wouldn't it also recognise these same points for playing / value / quality totals?
