When I can buy outside of an auction?

I've heard that since lelvel 4 I'll be able to buy players directly from other human players (not from an auction). Now I'm level 4, but still can't buy players outside of auction. What level should I be to do that?

Yes, you should be able to access the "Negotiations List" as well as make offers for players on other teams in your league(s) and friends' on your server. They will still need to be 3-5* like the tranny list, only Mr. Scout has 6*.

Cat answered it but if u r playing on android or iOS, u can't have the negotiation tab as it has not been updated on thphonrsions yet. If u play on desktop or laptop, u will find the neg tab in the transfers page next to auctions and scout.

please explain the friends part???? I can see the negotiation part, but need clarity on the friends part... I need to buy from from my "other" teams. Can I simply put in an offer to friends? Urgent!!!! I thought it was this one point away from 6 star thingy????
