Did a rating for a sub change times ?

It used to be if you changed sub after 60 mins the sub would get no rating , but lately im getting no rating no matter what time I swap them. Even half time putting them on

I get ratings but they only show if you are present... I haven't notice any change with that.

If you are using your phone then no, because the rating pop-up does not exist on the mobile app. What you see in the match report are the ratings of your starting 11. Sub ratings aren't shown there

However you are able to see their last rating by going onto the stats page.
