level 1: ave quality 25 (5 stars) vs ave quality 5 (1 star)
level 9: ave quality 60 (5 stars) vs ave quality 40 (1 star)
for level 1 match, home team's quality is 400% better than away team. for level 9 match, quality is only 50% better than away team. but in terms of star difference (4 star diff), and quality point difference (20 pts diff), the difference is the same.
assumption is that formation and tactics are same for all 4 teams.

not sure if the exact numbers are correct for level 1. but you get the gist.

I am pretty sure it's the quality difference, not ratio/percentage that matters.

Well don't forget, when you look at team's average quality, the figure shown is a figure for the whole team, including subs and reserves.
So it depends on the quality that was actually fielded. I sold a player once and it bumped my teams average quality up by almost 10 points, even though he was from my subs bench, so my actual team that played that day never changed in quality.
But yes, I suppose it depends a lot on tactics/orders etc. It is known for inferior quality teams to beat higher quality teams.
