The game engine computes the quality of your best 14 players in the team, not by the stars. For example, you have 5 players with quality of 15, other 5 players with quality of 25, and the remaining 4 with quality of 35, then your average team quality would be 24.3.Then you will likely to put into a league with teams of quality ranging from 20.x to 34.x. If your team quality is 25.x you may face team with quality level of up to 40.

Because I am manipulating the Cup in my sub-account ... so it's based on my experience from manipulating the team quality in my sub-account and simply having a 6-star team at the end of every season in my main account. For my main account, because of possessing a 6-star team at the end of every season and I do not sell off any player of my team, I usually face teams 2-5 levels above me in the Cup in the following season. So actually keep the quality of your best 14 players 5 stars and below, you will get better chance to win the Cup.
