NGE gens only available for around 2-3 hours after server restart, later then it's all players sold by real humans...

it is weard, i see nobody lost 1 star per player and no refreshed scout list

No, the big loss of possession is for no wings or st, etc., see Squad - Top Eleven Official Wiki for details

He will probably play ok, you can put guys OOP (out of position) by one spot, in their color zone, with very little overall difference.
