Agreed, no point in tanking. Maybe the exception is when you are sure you will not quality firma CL; then, staying in your level could be moré interesting than promoting, as you are not going to play CL in any case.
I dont think someone tanks to get a better cup draw. i think it has more to do with not assigning the skill points and coming in low in the league gets you a more favorable cup draw. but of course all this is not confirmed.
