League agaist a superior level..

Hi all,
i've this problem.

I'm a 16 level, and i play the league at level 17,
i can buy players, 5 stars (max 99) agaist level 17 5 stars (max 104)

Have you the same problem?
Is frustrating play with this difference..

Can you buy level 17 Scouts though?
I'm playing in a league where most of the other teams are a level above me, and my 'auctions' and 'negotiations' are only for my level, but the Scouts are for the level above.
