Skill points, skill progress and players

I ve a player of 19 years old with one star, but one star for my level, that is 4 level. but i want to know how many skill point he will need to reach the two stars!! he has 19 years and has 19 quality poor, but at 20 he will reach other level, how or where i must look to see how many skill points left to reach the next level?

and the final question, when i go to buy a player, what i ve to look to know if will be a good one or not, if he will gain skill points quickly with training and playing matches.

It takes 15 skill points to gain 1 level, and 5 levels to gain 1 star ..so 75 skill points total.
A typical player gains 50-60 skill points per season.
Dump the 1 star .. not worth messibg with.
