Players getting stronger

Hello guys i was just wondering if the stars beside my players will increase and get to a higher level or will they stay the same?

as you get promoted you will lose a star but the player`s Quality will stay them, if you have any skill point`s saved then you can add on first day of new season and player will get stronger, every 15 skill point is 1 rating and every 75 skill = a star and rating`s for star goes up in 5 i,e 20 - 25 30 and so on

one other point is player`s value will decrease but adding the skill will increase the value
