academy players

I would like to get a team of academy players and power train. At the moment I receive players every 16 days, does anyone know if I can add game player to my friends list and buy their academy players they don't want.also is this legal in the game ?

you can buy player direct from other managers if you are at level 4 just add friends 3 levels up so the 18 yo be 5*at your level

Yes but a lot of the time managers don't get back to your offer. I mean transferring with friends.
