It does show how long a stadium upgrade takes. I've been waiting to increase my stadium (which originally said 16 days). But as I increased other bits, the build time decreased right down, until, last night, when I completed everything else, the time stated for stadium upgrade had dropped to just 3 days. So now, its under way.
