Usually people do sell the one that costs no Tokens and they buy or release the one that does cost. You would have to be on the same server as them to buy anyway, so maybe try negotiations with managers your Cup.

Yes you can, as long as he's on your same server and the player you want is not above 5 stars or lower than 3 stars in quality.

If you are level 4 and above you should be able to do Negotiations with other players on your server, but like he says they have to be three to five star from your perspective.

It is really about your preference, any way you get players can be successful, including the Tranny List too. It really depends on how you want to do it, Scouts are all ready trained with extra role or SA, but they are often not young. The Negotiations is less Tokens usually, but not always successful, as the manager may not want to sell at a price you want to pay.
