What do you mean by carrier, same server or same league?

It's possible to don't be on the same server and you will never meet him in an official game, league, cup or CL.

If they are your friends in TOP11 and are in the same manager level then there is a very high chance that they will be paired with you in the league...

Just go to your friend and try to make an offer for his player if you are able to make an offer then you are on the same server otherwise no...
