Scout Power on above level 13

Hi all,

I heard from my fd that the bidding of scout quality has only 84 power with 5 stars even u are higher than lvl 13.

I'm lvl 12 currently, and our scout quality will have 5 star with starting 84 power.
May i know if anyone is able to buy 89 scout power on lvl 13 or 94 scout power on lvl 14

Can anyone provide the snapshot to show the bidding of scout quality above lvl 13 ?
