Question about league levels

I am level 1 now, and i want to know how do they make league level 2. Do they put together teams with approximately same team ratings or it's random (any team who is in first seven can get any other not depending on rating). I think that i have read that they are trying to put teams with same ratings in one league, but if that's true that is not fair because one league level 2 is much stronger than other league level 2 and then I would buy a few worst players i can find so my team rating will get lower and they will put me in weaker league level 2 so I can be first there haha. Please someone who knows answer so that i know what to do.

They put you in with 'friend' clubs first before anything else, then after the friend combinations are done the rest becomes random.
