I thought the same for ages, but they go up in increments of 0.1m every few skill points and that won't necessarily be when they go up a star or even when they go up a skill rating. For example, I have a player who is 77 skill and he went up in value yesterday, but was still 77. This morning he went up to 78, but his value stayed the same. It's a very gradual process.

Also, don't forget that, at the start of a new season, every one has aged 1 year, so their value adjusts accordingly.
