Can I tank even if my players have highest quality in league?

So happen I've crashed out of CL and CUP early, and noticed the trolled matches were actually there and not in the league.
Since tanking has no effect on CUP, and if I tank I wont make it to CL next season. I held on to the decision to give the league season a try.
To my surprise, I climbed back to 2nd place from 10th in just a couple of games, and now only have a tie and the 2 losses (that dropped me to 10th). To make things better, I just dented the top guy in my league with a single game lost for him

Although I've never bought as many scouts in a season as this season, I do sometimes imagine If I tanked and power leveled my scouts. But then, it would only affect the next season league, and the cup league in 2 season (which by then I think they might not be as superior anymore),and no effects on CUP.
