What is group choosing system?

Can i ask about group arranging system? In this season my team face with different level teams.Why? What is wrong with my team? I think this is top eleven fault so top eleven must have responsibility.There are many top eleven teams better than my team but their group was fair.In my group there are many team different level higher than me.What's happen?

In the league? sometimes they don't have the appropriate numbers to have leagues full of the same level
