How to win the cup ?

Anyone got sugestions of how to win the cup ? i see many strong teams around with full team of scouts or even higer with 40 League and CL wins but no cup.
So what's the main reason that people can't really win it?
Much competition with other teams that got same/better Q ?
Not enough $ / Tokens to get players in on the start of a new season ?
What would you do in order to win the cup?

Here's what i was thinking to do in the end of this season:
Keep my top 11 players and sell my subs.
Sell all my subs
Buy new players with 3stars(lowest quality out there)
Wait for day 1/2/3 of new season then make new transfers and fill the team with good enough sub players.

p.s: Since my team had 31 avg Q if i sold all my subs and bought
11x 15* players the average quality would drop down to
22.5 or smth like that..this would draw me to a cup with lower quality ?
Buffs said that 14 of ur top quality players are taken to do the average Q for the cup, is that how it works and if so.. what to do?
maybe If i keep my skill points and asign em in the start of the new season ?
I'm not going to buy scouts so ya... transfer market is the only chance to fix the team.

The number of CUP Trophies = The number of CL Trophies...

So the number of people winning the CUP = The number of people winning the CL...

So probability of winning the CUP is = to the probability of winning the CL...

So the conclusion is :

Cup winner is one out of 128 while CL winner is one out of 112
so cup is in fact slightly more difficult to win.
The numbers don't reflect this difficulty though.

But in reality, cup is more luck-based due to the high variation of team quality and is prone to abuse,
such that it is difficult to win it without sacrificing performance in other competitions.

Against teams that focused all resources on the cup and neglect other competitions, your odds of winning won't be good enough to win it consistantly if you don't do that too, even if your entire team is 9*.

CL is competition for 32 teams (8 groups of 4 teams, then knockout for 16 top/2nd teams).

You have overlooked how those teams were selected.

The last season league act as a qualification tournament where 4 out of 14 teams became qualified to the group stage of CL.
So the CL is actually one winner out of 8*14 = 112 teams

The best 14 of your players are counted while making your CUP draw...

But I doubts this theory......

Obviouslly... but people still having hard times to win the cup.

K think i figured out the main reason.
Champions league draw starting with 32 teams.
Cup starts with 128 teams.
So basiclly the cup is 4x harder than CL.

The Cup is most competitive I think because it has more players in it of a similar quality and, for managers that develop their teams, it means higher level teams (usually the lower or mid quality teams of their level). Higher level teams are not necessarily better but they do have access to higher level players.

I'd imagine that artificially managing your quality works best if you go really low (not low enough and you could get caught out) - then YOU are trying to become one of those higher level teams that can improve their quality easier and gain the advantage. (My 3rd team at lvl 3 was so rubbish it was in a lvl 3 Cup whereas my main was in a lvl 6).

I don't know if this is the main problem but I'd guess the main problem with the strategy is you might not get the players you need immediately because the market is so competitive at the start. But you will be with similar quality teams so you have a chance of being OK if you avoid someone with similar strategy.

Btw, I didn't saw that only 14 best players are counted. I said I had been told that but that I didn't personally know it. I do think its probably right however, since it corresponds to 11 players and 3 subs.
