No need to get snide just because I disagree with you.
The video offers are all put up by 3rd parties (Token Ads, Matomy, etc), presumably in your country those 3rd parties have been able to persuade any advertisers to pay for packs (which cost less than tokens) only. It's in the interests of those providers, and Nordeus, to provide as much as possible in as many places as possible since they make money off the advertisers (the same as Nordeus does for selling Tokens). But if the advertiser's only selling its products in the UK, or Japan, or Timbuktu, why should they pay to advertise to people elsewhere?
I'm lucky in that (a) I live the UK, and (b) I own both a laptop and an iPad - there are health/morale/etc packs available on iPad for watching videos (very occasionally there are watch-videos for tokens offers too), and tokens/packs for watching videos on laptop. On the flip side, buying tokens costs more in the UK than it does in other countries (when I was in New Zealand on holiday in Febuary they were nearly half the price there - but you couldn't watch videos for tokens).
Personally I choose not to buy tokens, but being able to "farm" 3 or 4 a day means that I can augment my squad with a couple of scouts a season, and I contribute to the maintenance of the game.
