I found my freekick taker always cross the ball high but not shoot it, can I know why?

If you get a FREE KICK near to the GOAL POST the player SHOOTS and if it is far from GOAL POST the crosses...

A player has nothing to do with Shooting or Crossing it just depends on the distance......
