Skill points gaining pace depends on players age and market value. Nothing to do with being free agent or not. If it's a young free agent he'll train fast if old slow like every other old player.

18,19 and 20 are the fastest, then it slows for 21,22 and 23, starts getting pretty non-existent after that.

You also need to take into account what level the players is at as well. An 18 yo 6* fast trainer is slower than an 18 yo 5* fast trainer, who is slower than an 18 yo 4* fast trainer etc etc

And whether or not they train fast doesn't say they will play well.
Expressed above is my own opinion. Your results may vary.

Free Agent is not a type of player.

Players who are free agents can have just as many different characteristics as other transfer listed players. Fast, slow, good, bad - the only constant with Free agents is that their market value will be higher than the fee (not counting tokens) you pay for them.

Thats one of the reasons why, particularly at lower levels, some managers fight over high value free agents - for their re-sale value, as well as their performance value.

Not necessarily. The fastest trainers are not the most expensive players but with the highest market value.
