How we can buy player from friend?

In some manager, i can view their squad, i can view player info and make offer. But with others, i can not make offer their players (with the same star).

Does anybody know why?

These are the conditions for Negotiations :

1) A player should be 3, 4, 5 star...(Compulsory condition)
2) The team with which you are doing negotiation should be a participant along side you in League, CUP and CL...
3) You should be friend with the team you want to do Negotiation...

If they are: on the same server, if the player is three to five stars from your perspective, and be they your friend OR in a Competition with you, you should be able to make an offer. if they are on the Negotiations list the Manager may have rejected all offers.
