It depends,
if the 4Star player is young he can get 5stars quickly I would choose him in that case but if the 5 stars is also young and would soon be a 6stars players I would get him not the one with SA.

Need more information, the players' history, what you need them to do vs. what they are good at. Sometimes a 4 star can be better, if he consistently plays well, and the five star doesn't.

It all depends of there performance on the field. I would play the one that is playing better at that time, If they are both doing good, probably the 5th star.

Assuming they had both never played, I'd play 5* first half and 4* second for 3 games at least then decide.

SA is overrated.
50% of My squad was SA players not long ago.
A good finisher scores more goals on freekicks than a player with SA Freekicks with worse finishing.

Just my experience.

Go with the 5 star, and never use a player over 25 years of age.
