Yes, but how can team be OP if all of as are going to use 35T? If manager doesn't buy tokens, then he can't take loan from bank and then buy scout. That's ok, but why limit 5* players? I think that 35T is good limit by itself. There's no point to limit quallity because you can't make great difference with 35T. I'd suggesst different form of token spending control:
for example, when someone buys player or packs, he would have to post screenshot.
Not only scouts, if we all have 35T/S, no one will be able to powertrain his players.
