League limits between direct transfers

I'm wondering what the limit is with direct transfers between leagues. I have a friend on my list who is level 7, and I'm level 12. We can't transfer players directly. What's the limit, one level? Three?

You must be on the same server and his player should be a maximum of 5 stars as seen by you, and a minimum of 3 stars. So, you being level 7, you can only transfer players of 54 quality max, if he still has any of those.

3 levels max, but as you get to higher levels like 20 and above, you may find it increase.

How do you find out what server you're on?

Its quite easy to find out if you and your friend are on the same server. Look at your friend fixtures list. If his team are there, then you are both on the same server. If his team does not show in the fixtures, then I'm affraid you're not.

We're not on the same server. We wouldn't have been able to transfer between one another anyway. We're five levels apart. What's the difference between servers? How does one club end up on one server and another on another?
