Does player gain more skill points when team promoted?

This is specifically for younger players 18-20 getting promoted so their ability to earn points should not be impacted by age.

You know when you have a high 6/7 star player in your current league and they get very low skill points for games/training?

Well, when you get promoted and their star level goes down, does that mean that they will probably start earning more points since they are not the highest star level anymore?
