Today new season starts and cup preliminary round starts today
so my questions are

your team quality will be determined by quality of top 14 players so its already done or draw will be done after this round ?

if i sell my top players and buy new low quality players will i get easy draw ?

You would have to have already changed your Team before the Season started, Cup draw happens immediately Day 1.

NO, cup draws had just random dices in between same LEVEL MANAGER not SAME TEAM QUALiTY !!! first 14 top players quality just affect leauge/cl not cup dices.

The Cup draw for sure takes into account average Quality of best minimun squad, level doesn't matter for Cup.
Level and friends is more relevant in the League and Champs League draws, though of course mixed level League and CL happen sometimes, and I think it takes into account team Q in a general way for League.

I haven't see a same level as me CUP opponent is 6 seasons? I got squash again opening game 0-4 away, and knocked out 1st round 4th time in a row, even after winning the home leg 2-1.

Yeah I know how that goes, even if I magically get past first round I get squashed next by the guys who were active on the TL.
