No, he means level 2 is the highest level on your server. There is no level 3 right now, but there will be level 3 teams when you reach level 3 next season.

it is easy to find out if you are in the top level or near the top level in your server. just check the teams in your cup competition. if there are no high level teams, then that means that your level is one of the highest in your server. there are advantages and disadvantages to this. it has been discussed a number of times in the forum. you can search for it. if you think the disadvantages of being top level outweigh the advantages, then you might consider playing to lose in league so you won't get promoted for a few seasons.
