I'm wondering how lvl 3 is going to be, in my league now only two players are active and I have better 2+ quality than them. So I think I will see some scout players in lvl 3.

Your chances of coming up against a scout buyer in L3 is very low, your going to come across a lot of abandoned teams that have made it from L1 to L3 and you will have lots of easy wins. L3 is the easiest level in the whole game IMO.

L3 i had 5 teams who were very strong (quality around 30-33 like me) that was a very hard league
now i have only 2 teams who are strong so i think u must be lucky.

am now playing in league 3 and still in shared top position with a scout team who is 1 star better than me ..
that is first time i seen them in the game
so yes, the higher you go the more possible you will find those clubs
have to say i check opponents in league 3 who make bids in transfer market and cups .. and always look around at top 2-3 in their league , and chances are 80-90% you will not get them, but i seen once a league with 4 clubs with scouts players ... that is one hell league 3 level .. happy it was not mine ..
