Looks like a nordgen but it's the free academy player.

Give him some pitch time his train progress will improve, but still can't compared to fast trainers that cost tokens to sign.

18 year old doesn't train fastest, fastest progress usually occurs at 20~23.

18,19,20,21: fast training
22,23,24,25: normal training (60% of original)
26,27,28,29: slow training (30% of original)
30,31,32,33,34: slowest training (15% of original)

I have three fast trainers in my team atm, one bought last season, one bought this season and one signed from the academy for 12 tokens (3* when signed, now 4*)...

yes he have fast train at 18 age but he suck, the best time of his career gonna be after 21 year , i had player from accademy but he was very bad player at age 18-19-20 but i give him a time , now he score over 30 goals for seasson and is 26 years

Most sure test, after getting the player, if you can see info from his previous team, he is academy player, if it said "team unavailable" he is a nordgen.
But even if he is an academy player, he must can do over +70. Try a bit more. Maybe this is a low number because many trainers have a big range.
