    it could be scouts performing badly after a few season which is costing u, which I have found and now don't buy scouts.

    Scout player performace fluctuates, that is why it is important to always monitor their rating. Stick them out a few games and see if there is any improvements. I once bought a *9 DL/DC who always had 5-6 rating (when other defenders are at 7-8). I took him out the whole season, and the next season onwards he started to perform and even had a few MOM. Not all scouts are bad, maybe around 5-10% according to my own statistics of 3-4 scouts a season.
