I wouldn't sell player like this because they are useful. For this low levels even good 4* are useful. For OMA league's 1st season I had 4* ST's which Q was 18-19, but attack and phyisical were over 20. Their form was 8-9, I won double that season . They became reserves in 2nd season until I found Q25+ ST's. Also mine GK was 4* when I bought him, trained his def skill only, used him even on level 3.
