Same level but diff players on Transfer min. 10skill points

Hello, my team is FC NEW Bayern, level 26. Players on transfer have mx .139 Skill / on Scout max 143 Skill

my Friend FC munnerem is the same level an has players on transfermax.144 / on Scout max 154 skill

Thats a difference in Scout of 10 skill points a player. What that means is everybody clear or?
Do y have the same experience?

The support team of top11 only answers "standard letter"

your friend has jumped a level than should be, so instead of level 26 he`s level 27 ? but wait for league, i had this except on transfer market i could only sign 5* my own level player`s but when scout i could sign 7* player`s

My friend was on the same level but other server. Now he is level 27

i m level 26 for 5 season in a row!!must be level 29 why is it not so??

The diff players on transfer and scout have minimum 10 skill levels less
that means 2000 token for 1 player to level him up 10 skill points. And that for the same price 50 token.
top11 ignors in high definition my emails to support. They have no interest to change the big differnce.
