Takeover team from level 1 (right after you create new club), which has already built 1000K seats stadium and some objects with same budget as your new team. Now new teams got budget of 3M while taken over teams have 203+600K so it isn't advantage anymore.

ОK, but now I don't think that you can take over club from level 23, if you are level 23. It' s not an option at the moment.
