Starting tha game straight from level 23 ??? Is this the case?

I am level 23 and I've never seen anything like this before. First I have to tell you that I know very well all of the teams that play at my level, which is top of my server cause we've been playing vs each for quite some time now. Today I found out accidentally /I saw their players in the negotiation list/ that there are two new managers on my server that have started the game STRAIGHT from level 23. One of the clubs is founded on 23.01.2015 and the other one is founded on 24.01.2015. They both play in a league, which is full of only nordeus generated teams /they are all called a.c. happy, a.c. glorious and so on/. Both teams have an average strength of almost 6 stars and their stadiums are close to full completion /183 000 and 211 000 respectively/. So the question is: how those two teams appeared out of nowhere on level 23? Are they transferred from another server or something like that? Are there any mergers of servers going on /in connection with tomorrow's big update maybe?/ ?
Any ideas? Anyone else seeing something similar these days ot before that?

Sounds like you are right and Nordeus are giving something a test. Could be the creation of bot filled top of the server leagues or even a 'buy your level' take-over style option or many other things.

Did they have any history or achievements or other stuff that contradict their start date (ie which might point to server transfer)?

Just checked out their history and achievement. They DO have a lot of achievements and like 10-15 tropheys. Which really contradicts their starting date. It's really strange. Your suggestions sound logical. And by the way I sent a friend request to one of those managers.

There is no higher level than 23, mate, on this server. I know this for sure.

sounds like these player`s have quit team to take over another team so they are bot team`s with the name`s a.c. happy, a.c. glorious because when nord gen player`s comes up on transfer list these are two of the team names

Is it possible to take over a club from the same level? I don't think so. I think if you take over another club, you always have to level down

Yes, it is. That was the best trick in t11 to start new career. Takeover team from level 1 (right after you create new club), which has already built 1000K seats stadium and some objects with same budget as your new team. Now new teams got budget of 3M while taken over teams have 203+600K so it isn't advantage anymore.

ОK, but now I don't think that you can take over club from level 23, if you are level 23. It' s not an option at the moment.
