I believe it could have something to do, with health ,morale and rest packs.
If you train your players and then rest them, or boost the condition with green packs, it will never go to 100%. Maximum is 99%
So depending on how many players you have, the more percentage you lose actually.
Given , if the player is fully rested , he still never really is fully rested.(99%)
To answer your question, WHOISME... Depends on how many players you have, and how often they cross the 99% fictionally.
I have a full selection, 22 players. Fully rested should be 22 times 100 = 2200
Instead my 22 players yield 99 % (22 x 99= 2178)
Difference 22%
Everytime my team is fully rested , 22% gets "stolen". (Almost 1,5 restpack)
If you use a rest pack when your player has 85%, you lose 1%.
Very often after training, the player ends up on a magical digit, which , if player gets healed up fully, will bring him to the 100.
For example, 40%, 55%, 70%, 85%, (At 85% procent, you will have the choice, take the chance of starting the game to weak, or boosting it to 100%, yet yielding 99%.
Same ways are applied on morale boosting.
That is just on 1 player............................................ .

Oh. Yes, I try get to ~98% only at match time.
With the Morale boosters wait until they are very low, then using two is a good deal since it goes all the way up.
Red booster only star players or guys that have over 5 day injury since max used is 15. Or at lower levels I just sold the bad injuries since 1 token cheaper than 15 reds.
