Trying to upgrade GYM to TRAINING GROUND. TRAINING GROUND only unlocked if all facilities are level 1.

Are scoreboards (no level) and lights (no level) classed as facilities? Is the stadium (level 0) it-self classed as a facilities?

All what I would expect to be a facility are level 1 or above...

first aid, gym, car park, youth, food
