Again, Cup draws are based on quality at the time the Season is about to start. If you have a 5* team then similar Quality means 4* teams 1 level above and 3* teams 2 levels above etc. (I say *s just for illustrative purposes, its Q that counts.)

One of the key things to progression in the Cup (apart from be at the top of server) is 'improvement after the Cup draw'. If you have a 5* team then there is little scope for improvement but a team 2 levels above can replace their 3* with 4* or 5* out of the market and get a huge advantage relatively cheaply with you staring at their 7* goodness >.<.

Being a higher level is only an advantage if they use it for improvement - those higher level teams can be inactive low quality teams at their level. The problem remains however even against unmanaged teams you still need to beat that 'similar quality' so often it comes down to OOP effect

Additionally, the competitions seem to be built from the top down so it will try to fill higher level cups first.

EDIT: You also get cheats like this guy below who rolls into the Cup Draw with a 4* 14-man side but has on or near 6* players on the pitch - then adds a few more. The *"£%^£"!
