Not exactly - he could have won the league in an earlier level, and decided to switch teams, and won the league again with that team.

Cup level is almost always higher than team level... Check your Manager History...

No! His team always stand in top 3 from season 1 to season 26. Why lv 25??

I fthe ame don't have enough teams in a level, just add teams of a lower or better level to complete the leagues... This situation happenned to me 3-4-5 teams... so, probably with his team he played in a league +1 level... like I did some times,,, then you have a 7* scout list too if you play with level 15 in level 16 for example.

A team (lower than lv 16 - the boss) can be arranged at a level higher level. But here (lv 25) arranged at the lower level. something is not right here.
