hey guyz, i read about negotiations but i'm still little bit confused. someone said that players on negotiations list need 1 or 2 skill points from scout player. ok, i get this, but i have a player that has 34 (4* and is 1 skill point from 5*). is he also on negiotiations list (maybe for lower lvl) or he isn't ? thanks.

His skill level is too low. The lowest players to appear on the negotiation list are at skill level 39 - available to Level 4 teams.
