Soz for the post as I should know this.

My 3* player is one skill point away from being 4* (I've a big change in T11 which I may post at some point) at level 10. This would not trigger negotiations at level 10 or 9, but it should appear to those at level 8 (3* at level 10 is 5* at level 8).

Have I got this right or am I being hopeful for a possible negotiation for nothing?
