Usually, stars first, then special ability. If you want some special abilities in your team, then purchase players that already have one.

This is my top eleven, so its better to invest in more players with 5 stars and put the players with 4 stars with habilities to the bench?
Sa first and then stars if you want them as training speeds will slow if you do it the other way
I meant priority should be given to players having higher quality rating (in case you have misunderstood).
For e.g, consider 2 players A and B in the transfer market.
Player A: 4 star with special ability
Player B: 5 star without special ability
Usually, Player B should be given preference.
Consider another player, C, which is 4 stars. Training him to 5 stars should be given priority rather than giving him a special ability and let his quality to 4 stars. If the user can afford both, then he should train for the special ability first.
I would also like to add the following.
I advise you not to train many players to gain a star, especially if they are in the lower 4 star region. This will be too expensive (unless you have a lot of money to spend, or you can get enough tokens from offers). You can train the best performers (both in terms of training and performance on the pitch), but don't go beyond 3 or 4 players. If you want better players, sell some of your current players and buy better quality players from the market.
