Level 9 in a Level 2 Champions League?

Im not really sure if different levels are allowed in the Champions League but I checked all the rest of the pools and everyone else is level 2 including me except one person whose in my pool called tycoons FC and his player name is Ciro Godoy and his manager level is 9 and has a team rating of 28.7. Im currently 25.9 as a level 2 but I find it bizarre he's the only other different level in it, if different levels can be involved in it I understand but if not then I hope something can be done about this.

He is a manager level 9, and he took over a team at level 2.....it is not a level 9 team, so don't worry. It is not anything out of the ordinary.
