    yes you get stars going from x4 to x5 and from x9 to x0 that is why on transfer market these players are expensive. From manager lvl 4 onwards you can "negotiate" the sale of players if you keep that player 1 cone from staring up. However just because they are on the list doesn't mean they are to be bargained for. They show up regardless if the owner wants to sell or not.
